Jackson Rising brings together public leaders, private partners, institutions, and residents to move ideas into action. The process is built on collaboration across sectors, shared responsibility, and a belief that progress happens when communities work toward common goals. Through facilitated workshops, research, and community input, Jackson Rising identifies priorities, aligns resources, and advances actionable projects that address Jackson’s most pressing challenges from housing and infrastructure to safety, public space, and economic opportunity.

For more than five decades, Jackson has experienced sustained population loss, placing increasing strain on city services, infrastructure, housing, and economic opportunity. Reversing this trend is essential to the long-term health of the capital city. Jackson Rising exists to align public, private, and philanthropic partners around actionable ideas that strengthen neighborhoods, attract residents, and improve quality of life. By focusing on visible progress, catalytic projects, and shared accountability, the initiative works to rebuild confidence, support population growth, and position Jackson as a city where people choose to stay and invest.

JACKSON RISING process

Jackson Rising is a collaborative leadership initiative led by Mayor John Horhn and supported by public, private, and philanthropic partners. Through a series of facilitated workshops, research efforts, and community engagement sessions, Jackson Rising brings together leaders from city departments, local organizations, institutions, businesses, and neighborhoods to identify shared challenges and opportunities. Ideas generated through the process are refined into clear, investable concepts that align policy, funding, partnerships, and implementation.
