Ashby Foote grew up as an Army brat in many locales across the country and overseas. He graduated from Clinton High School in 1969, and after one year at the University of Southern Mississippi, he entered West Point. Upon graduation from the United States Military Academy in 1974, he entered the Army Field Artillery as a Second Lieutenant. He exited the service in 1980 as a Captain and returned to Jackson to work in the investment field. He started as a broker with McLarty & Duddleston and moved to the Sunburst Bank in 1984 as a Trust Investment Officer.In 1988, Ashby founded Vector Money Management and has served as President and Chief Investment Officer (CIO) since then. Ashby served in the Army Reserves from 1986 through 1992.Currently, Ashby is a member of the Investment Committee of the West Point Association of Graduates, and he serves on the Board of Directors of Bigger Pie Forum, the Institute of Technology Development, and Innovate Mississippi. In 2014, Ashby ran for and was elected as Councilman for Ward I in Jackson, MS, where he continues to serve. Ashby Foote served as the President of the City Council in 2022.

Tina Clay is a native of Jackson who brings a deep commitment to public service and local leadership to her role as the Ward 2 councilmember. She holds a bachelor’s degree from the University of Mississippi and an MBA from Millsaps College, and has earned multiple professional designations in insurance, including CLU, ChFC, and CASL, reflecting her record of discipline, lifelong learning, and fiscal acumen. Before joining the City Council, Clay spent decades in the insurance industry and engaged actively with community organizations. She has mentored students in Jackson Public Schools and led relief efforts during the city’s water crisis, including coordinating clean water distribution for schoolchildren.
Sworn in on November 1, 2024, as part of a special election, Clay won a full term in June 2025 and now serves through July 2029. On the Council, her priorities include ensuring fiscal responsibility through a workable city budget, improving public safety and environmental quality, promoting beautification and quality of life, supporting economic development and neighborhood revitalization, and expanding youth and community engagement. Clay aims to lead through integrity, responsive governance, and hands-on involvement, with a vision for Ward 2 where neighborhoods are safer, infrastructure is reliable, and every resident has access to opportunity and pride in their community.

Ward 3 - Kenneth Stokes

Councilman Stokes was the first African American graduate of Jackson Public Schools to serve on the Jackson City Council. A graduate of Lanier High School and Jackson State University, he is the longest-serving African American elected in Jackson City government. As City Councilman, he has been a leader in drafting laws for the betterment of the citizens of the City of Jackson.
He received his Juris Doctorate degree in law from Thurgood Marshall School of Law at Texas Southern University in Houston, Texas. In 1989, he was elected to the Jackson City Council and was eventually elected for six terms. From 2012 to 2015, Councilman Stokes served the people as a Hinds County Supervisor for District Five. He was re-elected to the Jackson City Council by special election after his wife, Councilwoman LaRita Cooper-Stokes, was elected Hinds County Court Judge. Councilman Stokes made his historic return to the Jackson City Council as the first member to leave, serve on the Hinds County Board of Supervisors, and to once again serve on the Jackson City Council.
Possessing a profound love and concern for our youth, he takes them on fun and educational trips throughout the year to encourage them to stay in school. For over thirty years, he has led the celebration of the life of Rev. Dr. Martin Luther King, Jr., in the City of Jackson, and he believes that our elderly have paid their dues and deserve our respect and devotion. He does his homework and listens to the concerns of his constituents, and he consistently honors outstanding citizens.
As always, Councilman Kenneth I. Stokes will continue to fight for the citizens of Ward Three and represent them as their voice on the Jackson City Council.

Ward 4 - Brian C. Grizzell

Councilman Brian Grizzell is a seasoned leader, educator, and consultant with over 20 years of professional experience spanning corporate enterprise, higher education, and municipal governance. As the Founder and Principal Consultant of Brian Grizzell and Associates LLC, he leverages his extensive expertise to provide strategic guidance in leadership development, organizational effectiveness, and educational advancement.
With a PhD in Applied Management and Decision Sciences and an EdD in Higher Education, Dr. Grizzell is a recognized scholar-practitioner committed to driving positive social change through informed, data-driven decision-making. His research, including his Dissertation in Practice on using the DiSC personality assessment to mitigate employee turnover in higher education, underscores his dedication to innovative workforce solutions.
Dr. Grizzell has over 15 years of experience in higher education, where he has served as a faculty member, subject matter expert, course developer, and administrator. His expertise in business and education has made him a sought-after consultant for curriculum design, faculty training, and student success initiatives. He also has extensive experience in K-12 education, further enriching his ability to support diverse learning environments.
Beyond academia and consulting, Dr. Grizzell is a dedicated public servant. As the Ward 4 City Councilman and Vice President of the Jackson City Council, he has been instrumental in championing infrastructure improvements, economic development, and community engagement initiatives. He is also a Certified Municipal Official (CMO) Advanced, a designation that reflects his commitment to effective municipal governance.
Passionate about ethical leadership, equity, and social justice, Dr. Grizzell continues to apply his knowledge and experience to empower individuals, organizations, and communities. Whether guiding corporate strategy, enhancing educational outcomes, or advocating for local constituents, he remains steadfast in his mission to create meaningful and lasting impact.

Ward 5 - Vernon Hartley

Vernon W. Hartley Sr. is a community and environmental activist who resides in West Jackson, MS. Prior to being elected to this position, he served as Board President for Keep Jackson Beautiful, LLC. He also serves on the Board of Directors for Jackson Association of Neighborhoods and Pecan Tree Park Neighborhood Association.
During a 30-year Reserve career with the United States Air Force (USAF), he has held numerous management positions and facilitated USAF leadership workshops throughout the United States. His military decorations include Desert Storm/Shield Awards, the Air Force Meritorious Service Medal, and two Commendation and Achievement Medals. During a parallel, 26-year civil service career, Mr. Hartley has held positions as an Environmental Administrator for the Mississippi Department of Environmental Quality (MDEQ) and as the Solid Waste Manager for the City of Jackson.
As a former Commissioner with the Jackson Municipal Airport Authority, Mr. Hartley served on the Commissioners’ Executive and Environmental Committee for the Airports Council International-North America (ACI/NA). The Commissioner’s Executive Committee led the 400-member board in shaping policies that strengthen the ability of airports to serve their passengers, customers, and communities. As a liaison to the Environmental Affairs Committee, Commissioner Hartley worked to shape policies governing Environmental Protection at and around airports in the United States and Canada.
Mr. Hartley holds a Bachelor’s degree in Community Health Sciences and a Master of Public Health from the University of Southern Mississippi.

Lashia Brown-Thomas brings over 25 years of experience in law enforcement to her role as councilmember for Ward 6. Prior to her election, she served as a police sergeant and gained firsthand insight into public safety, community policing, and accountability. She assumed the Ward 6 seat in 2025 after winning the special election, stepping in during a critical time for neighborhoods in south Jackson. On the Council, Brown-Thomas is focused on combating blight and enforcing property codes, improving public safety, advocating for fair police wages, and maintaining transparency and accessibility to her constituents. She believes in restoring pride to Ward 6 through infrastructure improvements, stronger enforcement of city standards, and ongoing engagement with residents.
Brown-Thomas grew up outside Jackson but has deep ties to the region. She is committed to centering her work on listening, responsiveness, and consistent action. In her personal life, she values family, community connections, and the role of public servants in uplifting neighborhoods.

Kevin Parkinson brings extensive experience in education and leadership to his role as Jackson’s Ward 7 councilmember. Over his career, he has served as a teacher, principal in both district and public charter settings, and worked within educational nonprofit organizations. Kevin has also been a member of the Mississippi Department of Education’s Principal Advisory Council and has led hundreds of students on service trips across the Southeast. He holds a bachelor’s degree in Communication Studies from Illinois State University and a master’s degree in Public School Leadership from Columbia University, with a focus on decision science in K–12 education. He is the author of the Teachers Decide weekly newsletter.
Kevin resides in the Belhaven neighborhood of Jackson with his wife, three children, and their dog. He is an avid runner, enjoys audiobooks, being outdoors, exploring good food, and is known for his tattoos. Kevin’s passion lies in improving public education, promoting evidence-based decision making in city governance, and building stronger community connections.
